City permitting isn’t aligned to value streams

My wife and I tried building a home once. Not literally us swinging hammers and such, but we had a plot of land, and we wanted to build a home on it.

We went to talk to the city about it, and they sent us to public works, to the water folks, etc.

The city organizes these folks by their function, which is probably easy to manage for the city, but it’s difficult for someone who wants to build a home.

Which ought a city to optimize for, it’s own management or for the needs of its citizens?

Similarly, are your teams organized for the ease of your management, or are they aligned to serve the needs of your customers?
